  • DELTA IE replaces DELTA G for import declarations. A double-run with DELTA G is planned until the end of June 2025 to secure the transition.
  • For your import customs, the SAD (Single Administrative Document) has been replaced by the H1 declaration. It requires more precise identification of locations (LOCODE system) and of the parties involved in your logistics.
  • The H1 formalism can vary from one customs software publisher to another, sometimes necessitating adaptation of internal tools or processes.

Delta IE, a new era for import customs clearance in France

We’re entering a key phase in the transformation of customs with the gradual arrival of the DELTA IE system, which will soon replace DELTA G for import declarations. This transition is part of a wider transformation of the European customs system, driven by the EU Customs Code.

The aim is to enhance the transparency, security and fluidity of exchanges, while digitizing exchanges between companies and public authorities.

✅ H1 versus SAD: changes for shippers and declarants

  • The SAD (Single Administrative Document), a mainstay of customs formalities since 1988, has been replaced by the H1 declaration, also known as the “import cargo customs declaration”.
    👉 Please note: the formalism of this H1 declaration may vary from one customs software publisher to another. You may therefore need to adapt your tools or processes.
  • The introduction of the LOCODE system provides precise identification of locations (loading, unloading, inspection, etc.).
  • Le H1 exige une identification renforcée des parties prenantes : Importateur/ Client / Représentant fiscal / Assujetti ou redevable de la TVA / Groupeur / Transitaire / fabricant / Entrepositaire, etc.
  • Le H1 prévoit de nombreuses nouvelles données à collecter et intégrer en amont de la déclaration.

Les chargeurs devront dès que possible se former sur la lecture de la nouvelle déclaration en douane et revoir leur bordereaux d’instructions douane pour leur Représentant en douane enregistré (RDE).

📅Calendrier: un report bienvenu pour mieux se préparer

Initialement prévue au 31 mai 2025, la bascule définitive vers DELTA IE est reportée de quelques semaines.

👉 Les opérateurs auront donc jusqu’au 30 juin 2025 pour migrer l’ensemble de leurs flux.
Cette période de “double run” (DELTA G et DELTA IE) permettra de sécuriser la transition tout en montant progressivement en charge.

⚠️ Des perturbations possibles
Des ralentissements ou erreurs peuvent survenir durant cette phase transitoire. Une anticipation rigoureuse est essentielle.
